The East 38th Street Intersection is the most peculiar of all the intersections along PA 290. The two
roadways cross at a very oblique angle. Accordingly, turning movements are restricted at the intersection, due to the limited sight distance. |

To complicate matters, the East 38th Street Intersection on PA 290 is situated immediately adjacent to an at-grade
railway crossing. It is rather surprising that this road was not grade-separated when the Bayfront Connector was built, given that turns are not
allowed anyways. A grade separation across PA 290 would have eliminated the at-grade railway crossing and the potential conflicts caused by the
traffic signals at PA 290. |
